FOR OWNERS

Meet prejob with refinery managers involved in the shutdown. These managers can be purchasing, maintenance, engineering, planning, and shutdown manager. All contractors would be required to attend. Suggest all communications between the owner and bidders be done by email, with all involved being copied.

Serve as interface between Owner and successful bidder, as well as between Owner and Unions. Intent is to have just one source for communications, both oral and written.

Deliberate with Owner prior to daily/weekly progress meetings. Information regarding progress of project through the eyes of a 3rd party source is critical to finishing the project on time. Information on all aspects of the progress of the shutdown should be available 24/7 to all concerned.

Provide progress and look-aheads for Owner's bar charts, coordinating that information to contractor. Review of contractor's manpower, and the usage of the manpower, shall be completed during the meetings.

Inspect refractory conditions for planned removal. Provide cost and man-power estimates to perform inspected repairs. Suggest subcontractors that perform work.

Furnish union labor rates of the Contractor. The Owner needs this information to perform audits if the shutdown is time and material or cost plus.

Recommend refractory materials to be used. Establish fair market price for the materials, and the testing of the materials. Establish delivery schedules and costs.

Copy Owner and Contractor on the MSDS and Technical Data Sheets for the material being supplied. The Technical Data Sheets are important because they show the manufacturer's test results for all the materials furnished.

The Contractor has to furnish application test samples using their applicators to provide pre-installation samples, coming within accepted guidelines for test results.

After tear out of existing refractory areas, recommend surface coating. Suggest and approve of anchor quality, quantity, length, and layout. Approve of welding technique: stick, mig, and/or gun. Inspect refractory-installations.

If required, make recommendations for a refractory dryout program. Be assured that the scheduled program is at least as comprehensive as the manufacturer's established schedule for dryout.

Final write up with details of all tests, and the Contractor's installation procedure shall be furnished with last invoice.
